The text of the ACTA agreement from the negotiation round in Washington has now been leaked on the site of activist organisation Knowledge Ecology International.

It appears that secondary liability for Internet service providers has been downgraded from ”shall” to ”may” in the text, but there are still many problems with the text. It still calls for stronger copyright enforcement carried out by businesses (as opposed to the legal system).
Further analysis of the text will no doubt appear as activists get the chance to go through it in detail.
And it is still a disgrace that both Members of the European Parliament and citizens in general have to rely on unofficial leaks to get information about new legislation being proposed for Europe.
